This is probably from bad incubation. This has happened to me when I first started incubating eggs but hasnt happened since then. The first and most important thing to check up on is if it's blind or not. If its not blind, then treat it like a normal hatchling and it should be OK. Ive seen people raise geckos with no eyelids with great success. Unfortunatley the baby I hatched which had no eyelids was born blind, and died because it wuldnt eat even if I hand fed it.
