What I've been doing is moistening the perlite until i can see water and then draining it (basically pouring it out into the sink, holding back the substrate with my fingers)

You do not want to get the eggs wet, that will drown the embryo.

I tend to err on the side of caution and keep it on the dry side. You can always add more water later.
