Monitors in LA/West

I'm moving to the Los Angeles area (attending UCLA) with 2 savannah monitors and a ball python. One savannah is nearly 4 foot, the other is 3 1/2. Both are nearly grown. The python is maybe five feet, also not likely to grow much more. I know that in the City of Los Angeles there are permit laws (pay $70, inform your neighbors, etc.), which I don't particularly want to do unless I have to. Does anyone know if any of the incorporated areas around UCLA (Santa Monica, Hollywood, West Hollywood, Venice, Culver City, Van Nuys, etc) or in the valley have more monitor-friendly laws (or better yet, no regs at all)?

Thanks in advance.
