If I were you I would go to the department of health. Anytime a person goes to the doctor for an animal bite, the doctor is required to report it to them, whether it is a domestic, exotic, or wild animal. I am a dog groomer in washington so I know that is a fact. I also think the humane society keeps tabs on a lot of those things. Both those sources would deal with just this state and may be more effective for a state law.
