Last I checked ( have not yet read the 2003 regs) you can keep any number of rosy boas that did not originate from an Arizona locale. You can only keep a maximum of 4 rosy boas that originated from Arizona locales. You may sell non native rosy boas, but you may not sell Arizona rosy boas within Arizona. This is a pretty basic summary, but pretty much sums it up.
