Red ear slider minimum size

Hi everyone,
I'm writing about red ear sliders and something the owner at a pet store told me. She said that it is Kentucky law to sell red ear slider turtles with shells under 4 inches, and that if they did they could get shut down. I was just wondering why, and if this makes it illegal to own or buy ones under 4 inches. Any information is appreciated.
