No, all the searches I've found come up with nothing. That means either it WAS voted on and passed or didn't pass. The notification law is already listed in the General municipal law, but their is nothing listed in the Env. Cons. Law indicating any new bill passed, therefore I think it was removed because of it dying in committee......At least I'm optimistically hoping so.
