According to the article and assuming that Kenton County does provide for restitution in their RSA's, the porsecutor was correct in saying that the judge "stuck" the county with the 30K bill on this one. Prosecution was seeking to have the defendant pay the freight and the judge forced prosecution to bargian down from animal cruelty, which could in theory have recovered the 30K in expenses, to a $250 misdemeanor disorderly conduct. I'm still trying to figure out just how the legal system can go from animal cruelty to disorderly conduct.
