Delaware herp law

The way it is worded, it is illegal to own a ball python without a permit, but legal to own any venomous snake native to Delaware. Is this insane? Guess I should trade in my ball pythons for a few eastern diamondback rattlers...

Anyone know how to go about getting a permit for snakes?
Its probably the same dept in most states, but where do I start?
