What State was this in ? Some states are really cracking down these days . Some of the laws are made to prevent super collecters from devistateing populations . Some laws are not made to say all herpers are bad guys etc .

Here in Ohio a non com liscence is 10 dollars breeders liscence is 25.00 dollars . This is for Ohio native species . I would say though your friend got off lucky . Alot of Game Wardens would have fined and confescated his animals in his case . As long as he has his permit he should be ok from here on .
