I keep garters in NYS. In the off chance I needed a license I sent in the application for "possess and sell" with the $10 fee. They returned my money with no explanation. So I called. The officer said that he sent a letter and that captive bred garters are unregulated. As long as you don't collect from NY and the snake was captive bred you don't need a license to possess or sell. Yea! :)
