I think (and others agree) that this is the way the NYSDEC deals with the fact that the Eastern Box which is indemic and used to be threatened is too much like other US Boxes to train their people to tell them apart. But this is the agency that, when I applied for a permit for an eastern Indigo snake, sent me the application of venomous. AND when I called to have them send me ,perhaps, the endangered permit to possess took a good five minutes on hold to confirm that I was right, that was the one I needed.
