Some law enfourcement agencies choose to not enfource other agencies regulations, however. The ASPCA in NYC, for example, while having power to arrest on animal cruelty, will not act on violations of the NYC health code that makes selling turtles under 4" illegal. In MD, it is easier for the DNR to act on the 4" regulation than it is for the health department, even though it is also a health department reg in Maryland.
It is my understanding that SOME humane societies (they are not all related to each other, and they are not affiliated with the Humane Society of US) have been given powers of humane law enfourcement, such as what the ASPCA holds, when they have a contract to act as animal control in a city.
So, it would depend upon where one lives (which city or county) to find out which agency would actually enfource the regulation.

:It is a LAW. Any LAW ENFORCEMENT angency can ENFORCE a law. The Humane Society is not a LAW ENFORCEMENT agency. They can turn you in and come along when the cops ENFORCE it, but they cannot ENFORCE the law themselves.
