Yes, the state code which says reptiles are companion animals in on the VA Dept of Agricluture Web page. The codes for Va Beach and Norfolk can be found at www.municode.com. Norfolk has an exotic animal code that doesn't define a thing. Animal Control in Norfolk has an iguana, several people I know have reptiles.
Va Beach has no limit unless it is wildlife or poisoness.
