I dont know how youd get the lisance, or even if you can, but if youre interested, youd half to contact the the department incharge of Cites -here in the USA -

any other crocodilian on the endangered species list is included in this, as is I believe any species who is considered invasive -

Like I said before your best bet, If you are serious about propogating crocodilians, would be if you could aquire a small, still legal species, like the dwarf caiman, and center your breeding attempts in to them -
