No, you don't need a permit to collect and keep nonvenomous FL snakes as long as you're not hunting for them in protected areas. You would need a permit to sell anything you find, though, if that's your intent.

Keep your eyes open for scarlet kings while you're in the field down there, would ya'? I've been trying for awhile with no luck to get my hands on a few animals from that area for my breeding program. I understand the snakes are still there in pockets (I've never hunted them there myself yet), but apparently it's just that no one I know of spends any time looking for them.
