I do agree that some "dangerous animals including veminous snakes" should only go to people with permit and the IQ to figure that maybe it shouldn't be turned out in the wild.

Personally, I would go after the pet stores first. Half these idiots wouldn't get an exotic if they didn't know it existed. And it is the idiots who give us a bad name.
