most laws use 8 or 10 feet as the limit.
As for the liability policy, well, our herp society carries a $1 million dollar policy and it runs about $500 a year. If anyone can't afford this to keep their animals with an assurance that if something escapes or hurts someone, then I start to question if they can afford to provide the necessary proper care period, with caging, food, medications, heating......it easily adds up to a couple thousand bucks a year.
