I can't give you the hard facts on this but as far as I see it AZ fish and Game allows you to keep native animals (not sell). This is definded by latin names and I would ASSUME that so long as the snakes your talking about fall into the same ssp. they're okay to keep, maybe even sell although I would check the law on that.
