Ah. Oh well. Well, between the two snakes you mentioned and just from your description, I'm sure he's a black kingsnake (that and if he was a desert one, I doubt they'd need to rename him as the black kingsnake was only illegal cause it was a native species to GA., guessing by the name desert I'll say the other one would have been legal and could have just been given its rightful name. I'm pretty sure it was called a Mexican Black Kingsnake so that it would be considered legal. Maybe he would have been better calling it a desert one as that seems from what you say to be a closer match than a Mexican Black Kingsnake). But, also he has a lot of yellow on his mouth too (his head is not full black at all) which kinda dis-counts your description of a desert kingsnake.
