No, the permit is for the seller. The cost to the seller is 10% to...to...oh crap, I forgot to check the winning name, but the Indigo Conservancy Project thingy Dean has started. It's a good idea, scroll down or search for more info.

::That attachment said that a Federal Permit is good for 90 days. Does that mean that you would need to buy a permit every year to sell hatchlings?
