Here in the U. S. we are pretty much allowed to torture our animals at will. Oh, we have some laws. None like that I am afraid. Unfortunately even the laws we have are rarely enforced. And even if someone does get convicted on animal abuse charges it is normally a misdeameanor with a fine and maybe community service.

I don't know if additional laws would help. It is hard to know what goes on in someone's house. The best thing that could happen right now would be better educating the general public. Many people buy the cute 4-5" inch long bright green lizard with out any idea how big it gets or how much care it requires. Ignorance kills. You would be horrified by the condition some of these wonderful animals are in when they are dumped on rescue socities. It is scary to wonder how many don't get the second chance a rescue society provides and die at their owners hands.

If one was going to write a law maybe it should be more along the lines of truth in advertising. Require pet stores and breeders to give out care sheets with certain required information and have the buyer sign the bottom acknowledging they have read it before finalizing a sale.

How does your country check on it's citizens? What are the penalities if you are found not in compliance?
