How about instead of holding him now, you just trying petting or scratching him. Let him get used to your touch. Also, do the "shirt thing" in his cage too.

If he seems to be more accepting of you (by touching him), then I would slowly move up to holding him.

Bottom line is he has to TRUST YOU. And he will in time. Good luck.
