I recommend regular handling. Why not 10 minutes every morning and late afternoon ?.
Let him sit on your arm as you hold your arm above your head if his not calmed down.
The higher the safer he will feel.
Lay also down on with him sitting on your chest face to face. Force him to stay there
for 5-10 minutes. Talk calm and rubb his dewlap.
Control forearms and chest and dont let him go if he tries to.
Carry him around your house/flat and let him look out through a window or two.
This worked for me...but it took a long time to see some encouraging results
(for me at least 6 months).
