Do you try handling him around the same time every day? Iguanas are creatures of familiarity, they like to have a defined routine. Also, it might take a few minutes for him to calm down when you pick him up. Try letting him walk from hand to hand. The thing that worked the best for me to tame my iguana was scratching him around his face, neck, under the eye and at the base of his skull.
