As far as keeping them outdoors all day & night, it depends on the temps. Also, make sure he has plenty of shade during the summer & water because they tend to overheat. Here are plans for an outdoor cage:

As far as the nails go, you can buy (in the reptile section of a petstore or online) a little pair of scissors with a notch in them-- and it's easy to do it yourself. (well if you can get the cooperation of your iguana) It works better for me if I do it while he is eating. Just cut the tips-- not too deep so they don't bleed.
