The tops of ours are solid with areas cut out and covered with hardware cloth. The basking lights sit on top of those. We are using a radient heat panel attached to the inside top of the enclosure -we've had no problems to date with it as the surface temp doesn't get hot enough to cause serious injury to anyone.
