As exotic animals are concerned, especially dangerous species, I completly and whole heartedly agree with licensing specific individuals. (This is law in numerous states, and federally anyone selling exotic mammals must have a USDA license)
However, blanket laws help no one. Many laws come from knee jerk ignorance, as is the case with NYC. I believe the mayor was quoted as saying that anyone who owns a ferret is sick. Complete ignorance to the animals in question. Likewise banning of all pythons. They may erradicate retics and burms, but equally make spotted and children's pythons illegal.
