Actually, that was one of my first thoughts. It is actually 8 full inches of regrowth, verified by my vet, but it is unhealthy and infected at the tip, and kinked and knotted about 2 inches up from where the regrowth starts. We will be amputating about 10-12" when he gets some weight back on him, and can undergo the anesthesia. Good for you for noticing that!

:His tail has brown rough spots it looks like. Is it bumpy and rough and oddly colored like that when you see it? I noticed it in the picture anyways. Just asking.
