Hello Alli:
I don't have Photoshop either, but in Microsoft Picture IT!, you select "Save as a web ready picture", and then follow the menus for what size to save it (remember to rename it). In Windows XP, click on the picture, and select "Email this picture", then when the window comes up and says "shall I downsize this picture?" click on [OK], then save the attachment (it will be a much smaller file size).
