Some iguanas who are small for their age due to improper care will grow - some quite a bit - once they are being cared for properly. There is no way to predict how much any of them will grow, however, nor if they will reach the full size they would have reached had they been cared for properly from the beginning. Along with a table showing normal growth rates for healthy iguanas, my Iguana Age and Expected Size article also has a list of the actual age and size some of my iguanas at the time I put that particular list together. Wally was the only iguana on that list that wasn't a rescue.
Just care for him properly, giving him the room he needs, a good diet, get him checked out by the reptile vet to make sure that he's not dealing with excessive parasites and he is properly hydrated, and let nature take it's course. Sometimes She'll surprise you. ;)
