I have to say I agree with you all that this is nearly impossible to achieve. Who's gonna do it? How's it going to be controlled?
However, one of you questioned how are "they" going to check on the individuals to see if they are obeying the rules/laws. One way would be to check the home and enclosure prior of the purchase of the animal. If the living conditions are suitable, the person passes.
This topic sounds great on a LOCAl basis, rather than a nation-wide thing.
