While I agree on paper it sounds good, but many things sound good on paper. I can see where a thing like this could be VERY VERY Bad. You know me. I am against regulations regarding reptiles at this point because I dont trust my government to come up with something right for the responsible owners.
NOW going on. All my permanant reptiles have size appropriate enclosures. Some are smaller than suggested for the animal in question simply because they have disabilities. Take the formerly alive ashole. (yes that was his name) He couldnt climb. He had a 4lx4wx2h enclosure and he was a green iguana. He could not safely climb. He was too deformed in the back and the feet. That would be considered sub-par conditions, but knowing the health conditions of the iguana, the size made sense.
Then you get into my rescues. Some are in cages that are on the smallish size for them. They do in fact get out for playing, but the over all look is sub-par. Sometimes rescues spring themselves on you. You arent always prepared for somewhere to put them. You make do til you have somewhere. While i have an array of enclosures, sometimes I am still stuck using on that is smaller than optimum. I try to only take in what I can properly house, but there are those rare occasions that I have an Iguana that is literally dumped on my front door step. So occasionally I have to put a 5 footer into a cage that is too small. They still get out for supervised roaming, but hell the house is too small. They dont seem to be bothered by it, but really blossom when they get into their new home and permanant housing.
On the surface it sounds like a plan. But where does enforcement come, who would be enforcers, all that fun stuff. Would you want someone who is afraid of reptiles to determine if you can have them?
