Well...I understand your frustration...Trust me. We're "down" to 16 igs and despite making it very plain that we can't take in any more at the moment at least once a week, sometimes daily, people STILL want us to take in their abused/neglected/generally unwanted lizards. I, like many here and in general, know what the problem is, have several ideas as to how to rectify it, yet (and please insert the obvious exceptions here, everyone)there seems to be little interest in doing so inside or outside of the herp community.
As far as who to contact, you're going to need to get in touch with an Animal Control Officer(ACO) or Animal Cruelty Investigator (ACI). Here's the kicker - most likely, even after you explain the situation you may only have a 50/50 shot at having them take any action if for no other reason than they may not understand the actual husbandry requirements and subsequent abuse/neglect connections involved with reptiles. You may luck out and find someone that does know/is interested/has experience as more and more ACO's and ACI's are finding themselves faced with having to deal with these animals like it or not. Many simply have not had to develop the knowledge necessary to make informed decisions yet. You may find yourself having to educate them as you go along. Be prepared to cite specific references for husbandry needs. The best way to find an ACO would be to call local police. You can also ask about ACI's as well. You might have an easier time finding an ACI by contacting local shelters. In any event, be prepared for a potentially long, slow, drawn out, possibly extremely politically charged process. Expect the worst, hope for the best - you may be pleasantly surprised, again depending on who may be interested in prosecuting the case.
