I think your best bet is to take it to a qualified herp veterinarian, since I can't even begin to guess at the problem from your description, and can't offer any medical advice. It could be anything - congenital defect, trauma, MBD, infection, or even problems related to vitamin deficiency or overdose.
Get him checked over by an expert ASAP. I don't own any similis, but I know that loss of movement in the hind legs is definitely a bad sign.
