ALthough the pic is hard to tell for sure, it seems like his back is curved and really messed up...which is a sign of metabolic bone disease. He should definitely see a vet for this and could die if he isn't treated properly. He may need calcium injections.
His temps are too low. Can he get close enough to his UV light? How old is the light and what is the brand? He needs fresh greens, although I've seen worse diets than this. He needs calcium supplements if he does have MBD. Take a fresh fecal sample to the vet to check for parasites as well. Good luck in convincing him. Keep us posted.
