Wow...long post! It would be a good idea for you to get the Ultimate Iguana Manual by James Hatfield or Iguanas for Dummies by Melissa Kaplan.
You will need height to your cage...and a much bigger one at that. You'll need a UV light ASAP, and a heat light. Don't use any substrate in the cage except something like newspaper/papertowles. Feed dark leafy calcium rich greens like collard, mustard, turnip, escarole, endive, watercress, dandelion, add some squashes, snow peas, green beans, and a little fruit like mango, melon, berries, papaya. He may not eat at first due to stress. Feel free to mix in whatever the store gave him at first to tempt him (incl. frozen veggies).
Good with the neosporin. He will need a vet visit soon or at very least take a fresh stool sample in to have it checked for parasites. Broken toes are common. The vet should check the tail to make sure it isn't getting gangrene.
