there are many possibilities.
Here are some:
Burns
Scars
Fungus
Infection
Parasites
Retained Shed

An infection on the skin, without any wounds, is probably a secondary infection. This is caused by a primary infection somewhere inside or elsewhere on the animal.

A burn may be result of close contact with lights.

Are there any dots on the skin that seem to be moving?

To really know (since people here are no experts and it's illegal for a vet or other trained professional to diagnose an animal without consultation) you should take the iguana to a vet. Get him checked out, bring in the freshest fecal sample possible and get a fecal exam. Also, have them run a blood panel. If you do not know of a local reptile vet near you, check out the ARAV website.
