Live traps that snap shut on his tail are definitely not a good idea. I would use a wire cage, like a big birdcage or a dog crate, and bait it with some colorful, smelly fruits and greens. Attach a rope to the door so you could pull it shut, sit at the top of the stairs and wait for him to get inside. It would help if the cage has a drop-down or sliding door, or a door that closes and latches securely - You want it to hold shut when the ig panics and starts rocketing around the cage trying to get out. Be very careful transfering him from cage to cage, if he is so scared of people, he will probably fight you as hard as he can.
You should probably make sure his new enclosure has no wire mesh - if he panics, he may injure his nose by rubbing or smashing into the sides, trying to get out...
