If he is that small a shoe box with only a small opening will be perfect for him to hide during the night.As a substrate why dont you use towel paper???.

:The oils in cedar are toxic! You need to remove it,...now! Any sort of particulate substrate are a health hazard to your Iguana as they can be swallowed and cause impaction. Iguanas taste EVERYTHING! When you said burrowing to get away from the light,...are you keeping a light on at night. This is not a good thing as it stresses them out and they can't sleep. If your cage temps go too low at night (below 70-75f)use an alternative heat source like a reptile night bulb or a ceramic heat emmiter. There is definately a lot you have to learn about these guys but they are worth it.
