Take the 5 minutes to make the necessary phone calls. Call local shelters and see if there is anyone in the area serving as an animal cruelty investigator or find out who WOULD act in that capacity. In all honesty, this poor guy/gal may have entirely too much damage both physically and/or psychologically for you to be able to make any progress with him - not a knock against your intelligence or experience but it SOUNDS like you have minimal knowledge regarding iguana husbandry but may be willing to learn. Feel free to correct me if I'm wrong. If I'm not, and you do find an ACI or ACO to prosecute the case - because this IS a cruelty case (abandonment/neglect)against the guy that left the ig behind and name and info are sitting with the super of the building as well as the option of tracing through Landlord Connection, the ig will most likely be taken into protective custody and be kept with foster individuals that may have more experience with ornery/injured/ill igs. When the guy gets picked up on his other warrants the cruelty charge will be waiting there for him as well. IF you can't locate an ACO or ACI ask the shelter if they'll take the ig. If the give you any excuses remind them that they are ANIMAL shelters and not dog/cat/rabbit/cute & fuzzy critter shelters.
In your particular case, you may very well be better off finding a local reptile shelter and adopting an ig from there. More likely than not, you'll get an ig that is fairly healthy and better in temperment. Abuse/neglect take their toll on iguanas rather quickly...
