Turtles normaly won't drink the betadine water, if they have plenty of clean fresh water otherwise. For dehydrated water turtles and most other reptiles, it recommended to soak them in fresh water for 20 minutes or so, to let them drink as much as they want, before putting them in a betadine bath. It's a different situation than if you actualy need to use betadine in the animal's mouth...
I don't think I've seen exactly HOW toxic betadine is, but I'm sure no one would want to experiment and find out.
