there are a few tricks to make him drink: mist his greens down well with water from the spray bottle. feed him some cantaloupe or bell peppers . put rasberries in water to fill the little hulls with water. (fruit should be limited to 5% - 10% of o a diet)
put a few sprigs of parsley or greens in his water dish. when he goes for the greens he'll drink the water.
I like to WITNESS my ig drinking - with the nozzle on stream I have trained my ig to drink from a spray bottle. spray water into his mouth (avoid spraying water in the nose) kind of aim toward the bottom of the snout. he will most likely lap the water. (I think they like the trickling water on their dewlap- at least mine does)
ps. the only way to diagnose kidney issues is a blood panel by the vet.
another thing not mentioned in the other follow ups...if he's old enough - are you sure he's not passing sperm plugs? do they look like parmesan cheese? (sorry to be gross) sperm plugs (exudates) are normal. now that you are sure Smirnoff is a boy! good luck.

:If you looked at the pics of His new cage, You saw He's got a pool in there. Also a Humidifier that keep it between 50 and 70 percent humidity at all times PLUS I mist him every now and then! What else can I do?????? I'm really worried now...... I don't want to lose him...... :~(
