Please start by reading my Iguana Care, Feeding & Socialization article. It discusses all the basics you need to know, including proper set up, heating and lighting, required day and night temperatures, day/night cycles, proper diet, etc.
To get the heat up where it needs to be, you need to add more fixtures and/or heat the room and/or use bulbs or heaters capable of higher output (check the ratings on fixtures, power strips, etc., to make sure you don't do dangerous things like screw a 250 W bulb into a fixture rated for 60 W!). Use thermometers to monitor the temps in the cool, warm and basking areas day and night. You might also want to read my Heating: Watts it all about and Winter Advisory for more info on the importance of monitoring actual temperatures and why winter messes things up. ;)
You also need to get the iguana to a reptile vet - if you don't already have one, you'll find lists and resources at my site, too.
Iguanas (and other animals) rescued from bad situations are often too dehydrated to digest food properly, and force feeding them without rehydrating them can make matters much worse. The gut organisms are also affected by prolonged malnutrition (from actual starvation as well as being kept too cold for too long), so support is needed there, too.
