Not even close, I'm afraid. I put both C and F in my Iguana Care, Feeding & Socialization article to make it easier for people who don't "speak" Fahrenheit or Celsius. ;) I also have links to conversion formulae information in the Abbreviations and Conversion Factors section of my Resources page.
28 C = 82.4 F. The iguana's daytime basking area needs to be 88-95 F (31-35 C), with the daytime thermal gradient 75-88 F (24-31 C); the nighttime gradient needs to be 72-84 F (22-28.8 C).

Free-roaming iguanas still need to be kept warm enough, which means heating the room as well as setting up basking and UV areas for them in which they spend the majority of their free roaming time.

Calcium and vitamins won't make up for a poor diet. Not all veggies are created equal, with many of them the nutritional equivalent of iceberg lettuce. So, which veggies you are feeding him is critical, as is how much fruit (more than 10% of the total diet is too much), and which greens. You will find all of this covered in my ICFS article.
