A 3 foot iguana should already be living in a proper sized adult cage, that is: 6-7 feet long, 4-5 feet deep, 6-7 feet high.
Right now the living conditions of your iguana are the same as you living in a closet!!!!!!!!!!

84 degrees sounds good for morning or evening temps, but on average should be near 90. Like Annaka said, mae sure the basking spot is at or higher than 90.
Check humidity while you're at it.
She may have some endo-parasites, (i.e. go to vet with fresh fecal sample) or other factors.
The major one to fix is the size of the enclosure. The size you have now is only good to a juvie or hatching. Bigger bigger bigger!
