The only way to know for sure if they are growing is to measure them monthly (SVL as well as STL), and to weigh them regularly. For an iguana over a couple of pounds, you can just step on your own scale while holding your iguana, and then weigh yourself after putting your iguana down. Depending on how accurate your scale is (and whether it measures in one pound increments) you can at least get an idea of whether the iguana is gaining or losing weight. (Since weight as well as metabolic scaling is used in calculating drug dosages, it is important that animals be weighed by vets on their office scales so that the correct dosage can be determined...which is one of the reasons why vets won't prescribe over the phone for animals they haven't examined.)
As for will your 7 yo ig grow, my guess is yes. How much he'll grow can't be predicted, but if he isn't full size, and he's come out of a bad situation (poor care and diet), then he'll grow some.
When I took Rugwort in when he was 20 months or so of age, he was 7" SVL. He grew to 13" SVL (he would have been a bit longer had his spine not been so deformed due to the prolonged severe MBD he had before he came to me), and that was it, for rest of his life (another almost 10 years).
