It's great to know you are helping the poor thing. I still think a vet visit is a good idea - the vet can check for parasites(Bring a poop sample w/you), and get you a liquid calcium supplement if the iggy is severely calcium deficient.
Glass and plastic will filter out UV rays, so if the sunlight is passing through a window, it is not useful. Also keep in mind that solid glass and plastic tanks can overheat in sunlight. If the cage is a wide mesh screen, then it will work for outdoor sun bathing. Lights that produce a useful amount of UV include ZooMed reptisun 5.0 (fluorescent), and Mercury Vapor bulbs. Merc vapor bulbs produce a lot of heat, so you will not need any additional heat lamps. They are expensive though, and may overheat a small tank.
As far as diet you probably know to use calcuim rich foods like collards, mustard, dandelion, etc. If the ig is VERY calcium deficient, you might need to supplement him at first, to get him going. (sounds like you are doing a much better job than the store!)
