A very small amount of yogurt with live cultures is a part of treating igs starved directly (by withholding food) and indirectly (by withholding proper temperatures and/or not providing appropriate husbandry and veterinary care for disorders affecting gut function).
Before you can effectively deal with the starvation, you need to address dehydration. Please read the Fluids and Fluid Therapy in Reptiles and Emaciation (Starvation) Protocol articles at my site. You'll find information on proper care, including environmental requirements, diet, etc., in my Iguana Care, Feeding & Socialization article (well, okay, novella ;).
The iguana still needs to see reptile vet - I see you're already looking for one. The vet needs to check the hydration status (injections of fluids may be required to really make a difference initially), and see if there is any sign of Metabolic Bone Disease or systemic infection. As soon as you get a fecal sample from the ig, you'll need to get that to the vet, too.

And I agree about reporting the ig's former owner's roommate. It's one thing to be mad at a person; it is never appropriate to take ones anger or frustration out on an animal.
