From what I've seen in other iguanas, it seems that they start to "beef up" at the 4 foot mark. I've seen 3 footers (like urs) still long and rather puny, and I've seen 4 footers that look like they had MegaMan pills added in their diet.
The bones are the most important thing to develop first in an iguana, not only to prevent MBD, but to make sure it reaches it adult size properly. As for girth, once it reaches the 4 foot mark (or 48 inches) u should start noticing more girth, and enlarged jowls (if Boris is truly a male).
Make sure he gets plenty of movement not only in the cage, but outside of it too (if tame) to flex and work the muscles.
A pic of Boris viewd from us might help too. But so far it sounds like he's doing fine, so keep it up! :)
